Where can I go to see if a car I recently bought has been titled to me yet?

Yes. I thought there was somewhere I could do it online.

Dunno about WI, but IL DMV website is www.cyberdriveillinois.com - I've only used it to renew vehicle registrations - not sure if you can do title/related searches/lookups. Google?

You can easily get all the information on the official website where all approved DMV records has been updated time to time. It might be possible that they take some time to update their portal as most of the time they update the information on weekly basis. So for quick information you can also search on Google for websites which work on a real time basis if you don't want to wait.
