checking mem and core speeds

i have an Ati X1900XTX. I am seeing reports of the memory speeds and core speeds below that of the advertised values. core is 500 and mem is 600. Am i right or isnt the core and mem values suppose to be higher/ 650 core and 775 memory!?!

is there a for sure way to get the values of each. Ati Tool was telling me the values; i only use it to keep the fan speed high while gaming, not for overclocking.

thanks
