checking ground at the outlet

It appears to me that my apartment is not wired properly.

Whenever I touch the screw at the outlet cover with a screwdriver, there's a little spark.

Also, if I touch the shielding on my TV cable, there's a spark. The cable guy he can't fix my reception and it's all an electrical problem. He didn't say anything else.

How do I check if the ground in the outlet is floating? I mean, wouldn't I have to find a better ground in order to check the outlet?
 
Thanks, just got one. And I thought I was going to have to dig a stake into the ground outside.

The outlets check out fine. At least relative to each other. It's still possible the ground is floating relative to the absolute ground, no?
