Typically, the larger diesels have a much higher thermal efficiency (I'd say the one used in the truck has a 30-35% efficiency, as a guess). Couple that with regenerative braking, and the mileage wouldn't be TOO low.

That's assuming they have some sort of capacitor or battery system for the regen braking to actually be useful. Most train locomotives just have a big cooler system and that energy gets released as heat, iirc.
