Check for new mail even when Outlook not running?

I use Outlook 2003 as my email client, and it does just fine, but one feature I can't find....

Is there a way to have Outlook/WindowsXP check for new mail, say every 15 minutes, even when Outlook isn't running?? I don't really want to need to have Outlook running 24/7, but I'd still like a pop-up notification like Outlook 2003 gives (or like the GMail checker app from Google does) when new mail arrives.

Any suggestions?

Why not just use one of the many available e-mail notification programs out there?
