I just picked up a used Dell Latitude E6150 from state surplus property. It's in good shape except that they wiped the hard drive including the OS. However, it still has the COA for Windows 7 Pro OE.

I had hoped to be able to download a copy of the OS, authenticate it with the COA numbers on that tag, and finally upgrade to Windows 10. UNFORTUNATELY, I now find that Microsoft won't let me download Windows 7 because it was original equipment from Dell. (I guess that's the "OE" on the COA, eh?)

As I'm not the original owner, I'm not too sure I can get Dell to help. Is there a way for me to get this done? Any suggestions cheerfully accepted!!!
 
any windows 7 pro disk will work with the COA, I checked ebay, you can buy a dell disk for around $14.

I have in the past gotten disks from dell. they charged me $10 for them
