This is a package 3 in x 12 in x 30 in. What's the cheapest way to ship it? Weighs like 1.5 lbs...

Nobody else?

Obviously I'm expecting it to be slow. But I don't wanna pay $40 for an item from a friend.... I could practically buy the item myself here.

not sure about from Japan to US, but from US to the rest of the world, USPS is usually a bit cheaper than Fedex and UPS. However, at my work we have corporate discount, so we used Fedex afterall. Meanwhile, I personally much prefer Fedex's Tracking system than USPS's.

I'm not sure how much it would cost for an average consumer (or whatever word I'm looking for there), but I ordered some books from amazon.co.jp and they shipped them to me via DHL. Took 2 days and cost $5. Can't beat that.

I would seriously consider Fedex. More expensive, but will get there in a timely matter. I tried the post office once and it took 7 weeks (they said it should take 5-10days).
