Cheapest way to get a GSM phone in Europe for a month?

Basically, I need phone service to make and recieve a few hours of phone calls for a month in Europe while traveling. What is the best and cheapest way to do this? I do not have a phone I can use yet, but could ebay one if thats a good idea.
 
buy a cheapo quad band motorola or a euro phone (ebay) and a prepaid sim when you get over there.

OT: and if you ever get Prof. Heilman as a prof. @ USC, he's awesome.
