I`d say a Matrox G550, but you mention CS, so i`d say something like a Radeon9000.

Well cheapest would be certain flavors of Radeon VE aka 7000. Aim higher in the Radeon series as your need for 3D speed requires.

Also v.crap.

not really I have one in my office/ web machine machine at the moment, 2D output even via a KVM is good, its very cheap (£25) and will play directx7 games at 1024*768 such as counter strike without a problem. Mine runs 300core / 400 memory and scores equivalent to a gts 2 ultra. For the price I dont think it can be beaten, but go ahead proove me wrong :p

Im thinking along the lines of it not being as future proof as some other cards, such as the Radeon9000.
He says he`ll only be playing CS, but he`ll probably be playing some other game/s in the future, and a DX8 compatible card will save him from upgrading again.

He`ll have a job doing so. ATI are starting to phase out their "Built By ATI" cards.
And theres nout wrong with 3rd party companies. I have a Sapphire 9700pro, and its just as good as any "Built By ATI" card.

Right. Nothing wrong with ATi partners' cards. Particularly not when you're running them on DVI anyway - then even the most carelessness board designers can hardly screw up the signal quality ;)
