If he is playing HL2 how in the hell are you going to recommend an NV3x based card. I would look for a 6600GT for 150 which will own all of last gen. If not a used 9800 or a used 9700Pro, or even a 5900XT. If that is still too much than a 9600XT will do fine as well.

I think Anand did an article on HL2. His conclusion is that even a Geforce4 mx could 'Run' the game with reasonable framerates. So I don't see how an FX5700 could be that bad.

You'll be playing it with the DX8.1 path. So there will be noticeable sacrifice in image quality.
Also, last time I checked the 6600GT was 200-250 dollars.
I would recommend a 9600p even though that's a nail biter since the 9700pro can be found for only 20-40 dollars for a lot more performance gain.
