I need to buy my dad a new video card: he was one of the many unfortunate people with the TNT2 Vanta color bleeding problem. He does mostly 2D work, but the computer is an occasional game computer while my brother is home from college. What is the cheapest card available that will be great in 2D graphics and at least tie the TNT2 Vanta 16 MB in 3D games?

There are many to choose from. If you are looking for under 50 bucks here's the list.
1 Radeon 7000 $47 Excellent 2D, DVD, and TV-OUT. A lot better than the TNT 2
2 Visiontek Geforce 2 GTS -V $48 A little bit slower GTS, but overclocking it is a piece of cake. About 5X faster than your TNT 2. Good 2D
3 ECS SiS 315 $ 37 A little bit better than TNT 2, good Vi/Vo, good 2D, ok 3D
4 Up to you

Yeah, baby! If you don't need/want TV-out. If you do want/need TV-out, the Radeon 7000 is pretty good. Don't waste your time with that SiS thingy.

I use the GTS-V in all the budget systems I build. It's a pretty impressive card.
