Well, they still have meaning as long as you figure out what they are referring to, whether they are using any 'cheats' (eg 'overdrive' 4ms panels that aren't really 4ms).
While I do agree with you that an 8ms or 12ms is nowhere near that response time over the entire pixel switching spectrum, nevertheless they are accurate for either black-to-white or grey-to-grey transitions (different manufacturers use either transition).
The "8ms" Dell 2405fpw, for example is 8ms in grey-grey, and more like 12ms or 16ms in black-white.
Still anything that is truly 16ms or less (in both black-white and grey-grey) is IMO a good ghost free screen.
