People aren't very likely to give advice if they have to click a separate link to find out what each component is. You'd get a faster and more helpful response by actually listing the components in your post.

Foxconn 7100 $50FS
G.Skill 2x2GB DDR2-800 $40FS
WD6400AAKS $70FS - worth the extra $10 for 140GB and faster drive
EVGA 9800GT $93AR+FS - more than enough GPU to push WoW @ 16x10
LG SATA DVDRW $23FS

Found better items here or equivalent with free shipping (should save you like $20 or so).

One thing to consider - if you're buying a DVDRW for this build, it might be warranted to buy this LG Blu-ray/HD DVD/DVDRW combo drive for $94 instead. Yeah, it's $70 more than a standard DVDRW but by itself it makes your computer into a media center so you can watch hi-def movies (the rest of your system will already provide more than enough power to run these movies).

Not really... I play with everything maxed + 2x AA at 1920x1200 on my 8800gt and there are no problems. The 9800gt is a bit better, so he should be just fine, especially at 16x12.

Shattrath is a bit slow, but that's a bit slow on everything - and by slow I mean 30-40fps.

Most everywhere else it's pegged at 60 with vsync.

cpu will oc
mobo
memory
vid really unsure
storage
Sound: Onboard <-- whats the best onboard codec?
PSU i think im set
optical drive only cause i need it

that's 481.93$ without the 30$ MIR.
I'm wondering if I could go cheaper. :D

maxed dynamic shadows + max view distance + being in the WotLK areas means needing one hell of a system that costs more than $500 to play at 16*10 smooth (30+ MIN FPS)

Heh.. well I'm not in the WOTLK areas yet :(

I would turn off the shadows anyway, they're buggy as hell :)
