cheapest place to obtain MS 32-bit NT-based OS?

Where is the cheapest place to find an MS (legal) OS, that will run modern 32-bit programs (something NT-based)?

These would be for $200-300 computers that will be donated. So trying to do this on the smallest budget possible.

I've found Vista Home Basic Retail Upgrade for $46 and some change. Would prefer XP though, but cheapest OEM XP is like $82.

Or should I just attempt to purchase older used OEM mfg PCs, with an OS license sticker attached, and then just donate those? Considering OS costs, that might be a cheaper solution.

Donated to who, and for what purpose? I usually prefer Linux on the PCs I give away. With Thunderbird and Firefox, 98% of the common uses for a computer are covered.

You can buy a Dell refurb with 2gb mem and 250gb HDD and DVDRW drive for under 300, and it comes with an OS
