Cheapest place to get bulk software licenses?

Looking into building a few computers and would like to know where is the cheapest place to get licenses...like MS XP, office, AV software....
 
Outside of computer swap meets or some kind of educational discount, they are a pretty set price. The only way you can reduce the price is to order mass quantities of them. And even then, sometimes it's just a flat rate.
 
Legit or not legit?

Computer shows sell them, but they are not really legit. Most of those copies at computer shows are OEM copies that are strictly meant for OEM's and it even says on the package "OEM use only. Not for retail sale". The license is not really valid for a home user, but people buy it anyway. It's a gray market.
