Cheapest, most reliable, most quiet 400-500W PSU?

Not looking to spend much, but just need a quiet and reliable PSU for my sister's computer...she's only running a XP1800 and the fan on her PSU is LOUD as hell!

Who said high quality? I just said quality. As in it is a good unit that won't die on you within 18 months and doesn't have a tendency to destroy a system.

That type of system won't need more than a decent 350W PSU. I say you get either a Fortron/Sparkle (louder - I have one Fortron 300W powering an AXP2500+ and one Sparkle 350W powering an AXP2400+) or an Antec Earthwatts 380W (currently being used in an Opteron 146 system).

How about this 300W "Green" Fortron? It's cheap and will do the job. I've used a few and they are fairly quiet. They are around 80% efficient, though not 80+ certified (probably misses on a few test points).
