I am looking for the cheapest ethernet switch that lets you disable auto-negotiation and set each port individually (manually) to force it to be 10, 100, or 1000 mbps. Ideally this can be done over a web page, but switches work too.

My Netgear GS724T does this - it's cheap, I found an almost new one for about $50 on ebay, though I did get a real good deal.

24 gigabit ports. Web interface.

Only issue is that its fan is quite noisy. That could be annoying if it needs to go in a habitable room. I changed the fan out for a much quieter one, but after checking temperatures, as long as it goes somewhere cool and ventilated, you would probably get away with simply taking the fan out.

The Dell powerconnect 27xx series switches are popular on this forum, and are usually easier to find on ebay. These should be fully configurable, but I've not tried them. Googling for the user manual suggests that you can configure and lock the port speed.

I have a dell 2724 and it will do what you suggest but that is most likely overkill the lower port counts also work and the 8 port one is fanless
