Cheapest Digital Camera with an LCD display in the back and a flash

I'm looking for a cheap Digital Camera with an LCD display (not sure if I'm using the term correctly exactly - the display in the back that allows you to see what the picture looks like) and a built-in flash.

I don't take pictures much, so as long as the pictures are decent and I can put them on my computer I should be OK.

Also, what would be better - to buy a new cheaper camera, or spend equal money on a used older camera?

I don't know just how tight your budget is, but the cheapest powershot is only $89.95 shipped.

There is going to be a HUGE quality dropoff under $90 for a new camera.

You can also get a refurbished Nikon or Olympus for $50.

Is this adorama the most popular/recommended place to go for refurbished cameras?

edit: This Kodak EasyShare C143 seems to have surprisingly good reviews and is only $56 new at amazon, only reviwer complaint is no built-in speaker which I don't really care about. Any opinions on this camera?

There's 9 reviews - that's not a good enough sample market. I cannot recommend any of the cheap Kodak cameras, my wife has had two break on her and my mom's is giving her fits.

Maybe you should give us your budget - that'll probably help guys find you the best bang for your buck.

I suppose under $70.

Would the refurbished cameras above be superior to the cheap Kodak? The Nikon L22 has a 3.8 average at amazon, the Olympus FE-4000 2.6, the Nikon S203 between 2 and 2.5 for various colors.

For 50 bucks if you really dont care about image quality, go with one of those cheap ass taiwanese jobs at Walgreens.
BUT, these days the average cell phone does a much better job than those things. Unfortunately not all cells have a flash.

The Nikon L22 was available for only $79 on Amazon in the color black. I like the silver much better but that was $93.80. Since the refurbished one was $59.95 itself I figured I'd just get the new one in black, it seems like a pretty good deal.

Camera seems pretty decent, simple, easy to use. It came with some software but I doubt that I will ever have occassion to use it as I'm not into picture editing. Thanks for the suggestions, especially to JohnnyRebel :)
