Cheapest ASP.NET 3.5 host?

I want to kill two birds with one stone: practice my .NET skills and build a personal website.

I don't need anything fancy... I just want something current (3.5) with MS SQL. The cheaper, the better. The cheapest I've seen is $4 per month ($48 per year). Has anyone found anything in the range of $20 to $30 per year?
 
Windows, IIS and .NET use more resources (= fewer accounts per server) and have more security issues than linux / apache (= higher staffing costs). Plus the hosting company has to pay Microsoft for Windows and SQL Server license.

So, don't expect to find anything for $2/month, but let us know the good news if you do.

Edit: have you checked the WebHostingTalk forums? If you don't need a reliable host there might be someone packing 5,000 accounts to a box 🙂
