And a large area of just this country does not have broadband.

Who should pay for the cost of dial-up access equipment where broadband is not available and/or prohibitely expensive.

Broadband can cost close to $40-50 / month

agreed...i use A4L at home currently since i dont want to pay for cable or DSL and it works GRRRRReat!

metconnect is a company that provides FREE 56k service in NYC area

Hmm, on my parents computer, I set up a NetZero Platinum account ($9.95/mo) with a 56k modem and couldn't connect any where near 56k, only 28k. I couldnt find any info on their site if they support 56k, any know?
