Ohh I must be blind.
Ehh, those are $20 like the Noctua Fans. It also has a 1 year warranty compared to Noctua's 6.
Ohh, I think I had 4 pin in the search parameters. I wanted to be able to control the fan speeds.
What do you think about this,

It's a rifle bearing though.
Yah, in the front and top of Phanteks Enthoo Pro MShould be comparable to a Noctua NF-A14 fan in performance and noise, but a little less in the static pressure department. Are you putting the fan behind a filter?

That arctic fan looks pretty good. It's not PWM, but it is cheap, and supposedly has a 6 year warranty.https://www.amazon.com/s/ref=nb_sb_ss_fb_1_11?url=search-alias=computers&field-keywords=scythe+fans+120mm&sprefix=Scythe+fans,prime-instant-video,213&crid=2QM1TVF5B4K2D
Sounds like he is just looking for a cheap free balling fan without pressure to me

Have a few cheapo AC fans in non restricted areas on the main rig, they move a fair amount of air, are quiet, and have held up well over time on a 24/7 rig.
They are even fluid dynamic bearings.

I have to look up sone though...
The only downside I see from the reviews is that the mounting system isn't standard, and some people are having issues getting them to fit properly into their cases.
