Cheap web hosting for my HomeOwners Association?

My HOA spent alot of $ on a professional website a few years ago, but closed it down because only ~40 people joined out of the 400 houses that make up the HOA.

New board member is proposing we set up a website again. This time with a forum.

Since i do not wish my HOA dues to rise, what's a cheap web hosting place i could recommend to them?
