Cheap Video Editing Hardware!

My brother has hobby video editing and adding special effects and such to college projects etc. And i was wondering if there was some sort of low end editing video card that i could buy him for his bday?

His current CPU is a Athlon XP2700 + GF4 Ti4400 vid card + WD 120GB 8MB SE HDD with 512MB DDR RAM.

An editing card? you mean a capture card, perhaps, and editing software? It all depends on what you want to do with it... if you want to capture in uncompressed .avi format, any TV tuner card can do it... if you want to capture directly in MPEG1 or MPEG 2, you need an AIW Radeon card with Rage 200 chip... or the standalone item I have (and keep recommending to others): ADS USB Instant DVD 2.0.
 
okay i dont know how this stuff works but essentially what he does is that he uses a camera to film something and then sorta adds various effects to it (like light sabers, lightning attacks or slicing two videos onto each other to make characters apprear twice in one frame!)

So films, then dumps the video on PC, the he edits it and adds the effects then he renders it.

Is there anything that cheap (hardware) that woudl make it all that work easier or quicker?
