Cheap video card with DVI

I need a cheap video card for a non-gaming PC that has DVI output. So far I've been looking at Radeon 7000, cheapest one around $40 on Newegg. Is this card going to be fine for standard Windows use and maybe some DVD watching?

Yes.

If its still in stock, you can try a local CompUSA for a AGP or PCI Xtasy Radeon 9100 (aka 8500LE) 64mb card with DVI for $59.99 - $20MIR = $39.99. No shipping charge, and will be a ton faster than a 7000. Drawbacks though are: 1) Rebates goto New Rochelle so be sure to keep a copy of everything, and 2) Quite a few CompUSAs are OOS on this now. Then again you mentioned you do not need it for gaming, so you probably won't need this card, but it wouldn't hurt to have especially if it can be had for the same price as a 7000. Best of luck to you.
