Cheap USB video Capture?

My father-in-law is looking for a cheap USB video capture device. What is the cheapest USB capture device that can capture VHS quality video with aliasing or losing audio sync? I've suggested he use the Leadtek PCI card, but he doesn't want to spend the $60 or deal with the IRQ conflicts.

Is decent capture even possible at this price? I saw the Irez USB video capture device for $39.95, but I can't find any reviews on it.
