Cheap replacement for stock AMD cooler

My father is ordering a new case for his HTPC and also wants a replacement for the HSF on a stock cooled Athlon X2 5200+. The main requirement is that it cool as well as the stock cooler and make less noise. The stock cooler is currently the only thing in the case that can be heard... Preferably in the $10-15 dollar range at ncix.com.

It's an HTPC, so the case needs to be small enough to fit on a shelf with 15" height clearance. My father is also cheap, so it'll be cheap. I'm thinking this one, a Hec 6T10BB mini tower:

cooler should be fine if not going to overclock. I'd prefer a tower myself but with size constraints you're fairly limited. if you remove that duct on the case panel you cold get a larger cooler.
