Cheap, quiet HTPC CPU heatsink/fan

I had two major issues: RAM was pricey (I recommended Patriot Viper Series DDR2 PC2-6400 800MHz 4GB (2x2GB) CL 4-4-4-12 )

and the use of a stock heatsink. I have no experience with silent/quiet and cheap heatsinks. Any suggestions?

Usually any heatsink with at least 92mm PWM fan and at least 4 heatpipes can cool effectively with minimal noise if not overclocking.
