Cheap, Quiet 2U cases

No, and I doubt you'll find any. At 3U and 4U, you can use normal-sized components to quiet things down, but that's tough at 2U. 1U and 2U will overwhelmingly be made for good cooling in a cramped environment.

Are you in a situation where you can change out and modify components? If so, take a look at Evercase, I-star, and Antec 2U cases. With PSUs and fans replaced (dunno what you'd do for the CPU fan), they probably could be brought to decent noise levels.
