Im trying to find an affordable alternative to oneandone's UK web hosting as im sick of them.

Im not fussed about loads of space, bandwidth and reliability are my main interests.

I need MySQL and a few email accounts and just the other basics.

I dont have a credit card (and dont want one) SO I need a host that accepts alternative payment methods (i.e. Paypal Or Switch UK Debit Card).

anything £10 and below a month.

So £10 a month max really, but something decent below is always good.

Try netweaver I use em for linux/mysql hosting. They accept visa/delta/switch/solo payment, and you can pretty much configure the account to a tee once it's setup (ie request 5GB/month more bandwidth than the standard account you initially chose).
