I haven't been following the motherboard market lately but what I need is a motherboard that's as cheap as possible yet reliable that have three full width PCI-E slots(physically 16x). 8/8/4 configuration is just fine. The other requirement is that it should work with a cheap processor so X58 is out of question. Any suggestions?

The least expensive one that I could find is this Gigabyte GA-Z68A-D3H-B3 at $129.99 although you're going to spend at least another $130 on the CPU. I didn't see any AM2+/AM3 boards that had more than 2 PCIe x16 slots.

Is this for a mining operation? Pretty sure you would also want double spacing in between PCIe slots if thats the case.

Yes it's for mining, I currently have 2x Radeon 5870 which is probably the best single GPU mining card out there along with 6970 unfortunately it's not that good for gaming, so I decided to buy another one of those and relegate them for mining only and buy 2x6950 for my main rig. When I think about it, four 16x PCI-E slots would be even better but the price premium for such a motherboard would be probably not worth it. Any other suggestions? Socket 1155 CPUs are too expensive and totally unnecessary for such a purpose.

UPDATE: ASRock 890FX Deluxe4 AM3 AMD 890FX SATA 6Gb/s USB 3.0 ATX AMD Motherboard

that motherboard seems like what I need
