without voltage options you'll top out in the 3.0 - 3.1 GHz range. If this is acceptable, then just about any board will do.

If your goal is higher, then you need a board with voltage adjustment options.

Board and chipset matter very, very little here. The 200 FSB means the motherboard is not going to be a major factor in how far you'll get aside from what I just mentioned. You should be able to get a P43 based board in your price range. There's not much reason to move up to the P45 based boards unless you need crossfire support, and you won't get that for $80.

If voltage adjustment is important, just look at the online manuals for the boards in your price range and see if they have the options listed in the BIOS section. CPU voltage is all you'll need (no NB voltage or FSB termination voltage, etc...) unless you need RAM voltage for whatever RAM you have or intend to use.
