Cheap, Low power usage video card

I got a new pc, so my roommate has been using my spare. It is a Core2Duo something with a Geforce 216 260. All he uses it for is streaming from netflix, hbo go, and random internet TV streams. But he watches ALOT of it.

What is cheap video card I can get that would cut the power usage. I know the 260 is something of a power hog, so I would like to replace it with something that can handle all his video.

So wait, your friend doesnt game ? if not the 9600 GT is perfect for 40 dollars.

It will play all movies, net surfing, other stuff.... The only thing this video card cant do is play games. gl
