Basically price is the number one concern. A close second is battery life (needs to be able to take a couple of hours or typing and surfing at a coffee shop). Everything else isn't too important. It's going to be purely an internet, word processing, and spreadsheet computer, so I have very little need for cpu or graphics power. I'm willing to use linux to cut down the price another $50+ dollars.
My original thought was a C3 or C7, but it doesn't look like we'll see those in the states anytime soon.
