Cheap cooling solution for overclocking, $30 or less

In the process of buying a MB/CPU/RAM combo from friend. Planning to overclock it, need your suggestions on the best cooling solution. This going to be my configuration. Thanks in advance for your suggestions.

Athlon XP 2500+ Barton w/ locked multiplier
512MB (2X256MB) Geil Value Series PC2700 RAM
Arctic Cooling Copper Silent 2L Heatsink (Will upgrade when I get money, welcome to suggestions)
AS5 Thermal Paste
Enermax 350W PSU
 
I've always wondered how well it would work to just take the case side off and take some big fans and just point them at the case. Although after discoloring my monitor with a clip on fan I have(same effect as a magnet), I'm worried about how far away I should keep the fan =p
