Cheap cooler for x4 860k cpu

I have an amd x4 860k cpu with a stock cooler, which can turn into a little plane when i play some games. Now having in mind that the cpu itself is pretty cheap, i'm not going to overclock it and probably going to build a new computer in the upcoming year, i was wondering if there are any super cheap coolers that would be a worthwhile upgrade, or should i just stick with stock?
 
It's around 30 euro where i live. That's almost half the price of the cpu, i was thinking about something more modest.

Is cooler master 212 the very minimum one should consider if he wants something quieter than the stock 860k cooler?
 
Cryorig M9a - less than $20. Quieter, smaller and cooler than the 212.

That is one impressive cooler, according to Techpowerup's test results. So much oomph in such a small package

P.S. OP, I am using the new AMD 58mm tall copper base 95W quiet cooler and it is a good bit quieter than the 46mm tall alumimum base cooler my Athlon x 4 860K originally came with.
