Like the title states, i really want a set (gaming keyboard and mouse) for cheap, something around 40~60 dollars.

Is there anything that fits within the budget?

I like to push on the buttons really hard, dont want a keyboard thats really soft, but not so hard i need to smash the key.

mouse, anything that is a laser mouse with a wheel in the middle

Well, you can get a Microsoft Sidewinder X4 for $40 at newegg, lots of customizable keys and pretty sturdy, I always like MS's build quality, pretty impressive.
For Mouse you can get GIGABYTE GM-M6800 for $20, customizable keys but only 1600 dpi but that should be enough. Its also a pretty impressive mouse.

OR

You can get a regular Microsoft keyboard for $25 or so and Get Logitech G300 Mouse for $35

Is there a Goodwill computer outlet near you? I am going to one tomorrow. They supposedly have some good refurbished keyboards.

Get any Logitech or Microsoft mouse, they are all good, higher the dpi, more precise it should be...

okay.
any recommendations?

Like they Said the Gigabyte GM-M6800 is a solid mouse. One of my favorite sites has it for 18.39 shipped.

Spend a little more and you can get a Logitech g300, 7 button and higher dpi rating. same site is 29.99. The higher you go the more options you get. The question you have to ask yourself is how much you can really afford, and what options are important to you

Well, as the owner of multiple Filco's, Topres, etc keyboards as well as various Razer, RAT, Logitech etc mice, the combo of Sidewinder X4/X6 and Cooler Master Spawn is what you will actually find (bar occasional switches - one way to get RSI is to hammer away on exactly the same keyboard at the same angle for extended periods) on the computers that I use most often - i.e. what I consider the best. The combo wouldn't be far out of your budget... but you do have to like a claw hold though.
