Cheap and stable motherboard

I'm about to build a cheap computer for a friend. He will use it mainly for internet, so he dont need high performance. I want a motherboard with lan, vga and sound, so I've been looking on this: Asus tusl2-m. I wonder if its possible to run a 1.2 ghz celeron on this mb? And is the fan on a boxed 1.2 ghz celeron noisy?

The alternative is an amd system, with a Asus A7N266-VM mb. This also got lan, vga and sound, so it will also be cheap. Is the nforce 220 chipset any good? Stable?
