CHEAP and QUIET Power Supply

I've been reading the "HIGH-powered &amp; QUIET power supply" thread but what I want to know, is out of all the <$40 power supplies out there, which ones are more quiet than the others.

I bought a
Fortron/Source FSP350-60PN Aurora Series 350W ATX P4 AMD Recommended Power Supply, w/ 12cm LED Fan &amp; Noise Killer, Retail Box

for roughly $25 and it's pretty quiet.

I think most power supplies stem from only a handful of original manufacturers. Can these oem's be generalized like FSP power supplies are generally pretty quiet?

Fortron psu's are excellent. That one with the 120mm fan is considered pretty quiet. "Quiet" is a relative term though. I'd say its considered quiet by most people's standards.
I have the 350W Fortron with an 80mm fan which I swapped for a panaflo L1A and its very quiet.
 
Many of the Fortron units are quiet. Also, many TTGI units are quiet. I jumped in on a Directron.com deal for $19.99 for a 350W TTGI with 14cm fan. Fairly quiet and puts out 22A on the +12v rail. There are many other brands that "re-brand" Fortron units.
 
Fortrons and Sparkles are quiet. However the real top of the line ones are the OCZ and Enermax. Antec is behind them. BUt the OCZ is extremely quiet from what i have heard its fan is rated at 21dba. Enermax noistakers are also pretty good as well as the Antecs. However it is OCZ, then Enermax, then Antec.

However under 40 Fortron, Sparkle, then Enlight (i guess enlight not sure though)
