Nothing wrong with cheap. However, the monitor is a very important part of your computing experience, whether that be gaming, surfing, photo editing, etc. A bad monitor can make working on the computer a chore.
Sure, it's refurb, but it's refurbed by NEC-Mitsu, so I'd imagine quality control would be pretty good. It's got a 1 yr warranty, as well as a options to extend that.

The samsung is above my budget with shipping and i'm not looking for a lcd flatscreen right now. The specs on the CTX seem to be pretty good but i'm not sure about the company. Does anyone have any experience with CTX?
I was going to suggest a Viewsonic G90f - $209 but I see it?s above your budget too. The CTX has exactly the same spec?s at 12x10 vert/horz-refresh rate -- so it likely has the same tube as the Viewsonic. The Viewsonics have the ARAG screen treatment and are the only monitors I?ve seen to advertise that screen treatment, ..well up until seeing the CTX, which has it too.
I have a 17? Viewsonic flat and the display quality is excellent. I don?t think you will do better than that CTX for the price. Has a good refresh rate of 90hz at 12x10.
