Chassis Fans working TOO slow

I have 4 120MM fans in my Cooler Master case.

2 Are hooked up to Chassis1 and Chassis2 on the mobo

1 is hooked up to Power Fan

1 is through PSU

Chassis 1 doesnt go higher than 475 RPM even if Asus Xpert fan is on Turbo

And the Chassis 2 and Power fans are at 700RPM and 800RPM never going lower or higher even though I requested Turbo full power as I need more cooling.

Since PC PRobe and EXpert fan arent listening to my commands how do I increase the fan speeds?

If you cannot raise the speed of the fans within bios or thru software I'd think you only have 2 options available.

Plug fans into power supply with adapters running at full speed

Install a fan controller and use that to adjust the fan speeds
