Chassis fan stuck at 100%

I have been having a problem with my motherboard (Biostar A770E *cringe) that makes the chassis fan spin at 100% constantly. I was wondering if there was any fix to this other than buying a molex fan with a potentiometer.
FWIW I have tried messing around in the BIOS and with speedfan and nothing works. (Although my 4-pin PWM CPU fan works very well at throttling)

Is it plugged into a 4-pin connector on the motherboard? Some boards are unable to adjust voltage on a PWM connector. The "fix" is to get a PWM fan, or some device that adjusts voltage for you (Zalman Fanmate, etc.).
