We do public safety analysis to make sure we don't have a significant risk of dropping a rocket stage on a populated area. If we do then we'll have cutout during the launch period so we miss the populated area if something fails going uphill.

The government of China composed of secular scientifically educated men say it isn't an issue. I believe it is technologically easier and therefore more utilitarian just to play the odds. If we can only get God loving Christian Nationalists in power here we will have a government that thinks in a completely different way and will act just like them. If it hits somebody it won't be a matter of unlikely chance but God's will.
