charging vs. data? USB 3 ports

Be aware though that the charging amperage rating on a USB port will vary based on if it is USB1/2/3, what brand motherboard, and really a lot of other variables. The amperage will change, but the voltage will always be 5v.

If it's on a pc, all USB ports are going to support both data and charging, but there are a lot of accessories and chargers out there that use the USB port simply as a universal connector to charge devices.
 
usb 1&2 provide 500ma @ 5v, but if the device has handshake id they can provide 1.5a.
usb3 has additional power pins for specifically charging devices.
up to 2 A at 5 V (for a power consumption of up to 10 W), and optionally up to 5 A at either 12 V (60 W) or 20 V (100 W)

if you are talking about just drawing power from a usb 2 or older port to charge a phone, then it will at least get the 500ma. if the phone can id itself as not needing to exchange data, it can draw the 1.5a on a current spec port.
