When he asked the officer if he was serious, he was met with a steely glare and the reply 'do you think popping a balloon is funny?'.

There are no ticket quotas. but an officer has to write enough tickets to justify their hours during the day. At least it is that way with the Tenenssee highway patrol. They have to have 1 ticket per two hours or something close. They get credited for 2 hours for an accident. So alhtough there is no "quota" they either write some tickets or they have some splainin to do.

You'd think that after 9-11 and their newfound "respect" that people bestowed upon them that they wouldn't stoop to such lowly levels to give out tickets.

This is just beyond belief and goes far beyond acting in the best interest of the public:|
 
Wow, that is incredible. I mean, if you're the guy getting the ticket, what can you possibly say to something like that, at least what can you say that is not going to get you an additional citation. The saddest thing is, even assuming the judge throws it out, the guy still had to waste his time in court with something as stupid as this.

god forbid they are just out protecting and serving without writing bogus tickets. gee, i rode around all day making sure i was seen and keeping idiots from doing stupid things, ain't that enough? what? oh yeah, i guess that doesn't bring in any money, i'll do better tomorrow.

yeah, i seriously doubt they'll refund all of his legal fees even if it does get thrown out.

Man and the cops will ignore cars cutting me off (while I'm on the bike) right in front of their eyes, and laugh at me when I try to get a police report for my identity being stolen.
