Chargebacks via Paypal

There's this guy on eBay selling a lot of something that I want. The total price is $850 with shipping from Brazil.

The seller's got 22 solid positive feedbacks, BUT they were all from Gmail activation auctions (filler feedbacks!, items that give him EXTREMELY easy and cheap positive feedback).

Now he just ups and tries to sell a $850 lot.

He could be genuine. He most likely isn't, but I wanna try anyway. If I pay via Paypal credit card, and his shipment doesn't come in in ten days, can I do a chargeback and have a 100% chance of getting all my money back?
 
If you use a CC and do not receive the product you should be able to claim it through your CC company if Paypal doesn't come through. Do it promptly though.

 
i would not risk it

overseas seller - bad idea
worthless feedback - bad idea
relatively high amount of money involved - bad idea

yeah he could be genuine but i personally would not take the risk. even knowing i could chargeback, its not worth the potential fear/hassle
 
It will be a gamble. You have to play the odds. If you are quite sure you can get your money back then that's fine, but according to your original post you already think he's shady, and even if you do get refunds it may take awhile.
Personally I only do U.S. 48 transactions through ebay/paypal.

Hmm... that is true.

I don't think I'm gonna do it. The seller emailed me and said that he'd offer me a 20% discount if I paid by Western Union. I asked for the reason and he said "Because in Brazil I cannot verify my Paypal and we have a big charge fee to get money from Paypal.. And Western union will be easier, at low fees."

A 20% discount on a $850 lot? NO WAY! There is NO way fees will reach THAT high in Brazil to make someone offer that much of a discount, is there?
