I'm filling out my CHL application & it wants two character references that are unrelated to me & not living at my address.

That rules out most of the people who know me best (save for my g/f who lives in PA - I may use her for one).

Who else would be good to use? Friends my age? Co-workers/Managers?

What about the heads of extracurricular activities?
 
Friends work, as to co-workers. I would go with co-workers who know you well then friends. Whoever you think will give you a better recommendation.
