The truth is that he has been in drug rehab for months which is why the 3rd season didnt start. If you watched the show, especially toward the end of the second season, he was wasted every single time. I beleive he was in rehab in South Africa.
 
all i have to say is if it is true that the hotel staff found the papers, they would have been sold to a news agency right away..stuff like this doesnt stay secret for long...especially a news story as big as this

how did he end up with the papers and no one else...
