I've purchased both sets of Family Guy on DVD. Last night I finished Disc 3 of the second set.
Set 1 is Season 1 and Season 2. Set 2 is Season 3.
Season 1 is the funniest. Many of the names have to do with death. They wanted to name them all like that, but it became difficult to tell the episodes apart, since the names had nothing to do with the episode.
In Season 1, there is of course character development. You get to see the characters act out their quirks, and you can identify them immediately. Stewie is at his best in Season 1. He very much wants Lois dead. Peter is at his best in Season 1 as well. Very... well... Peter.
Season 2 is funny, but not as funny as a whole. There are some very good episodes (E. Peterbus Unum), and some very bad episodes (Dammit Janet). I guess the creators love musical theater, because as the show progresses, there are more and more musical numbers in the show. As an abject musical hater, I find it painful to sit through them. In this season Stewie becomes less and less diabolical, and more and more of a transvestite, and it's not in a funny way.
Season 3 is the worst, though still somewhat funny. Emission Impossible is the best episode in the series. Stewie almost completely drops his plans for world domination and turns more and more to the cross-dessing theater type. "Once upon a Weinstein", the unaired episode isn't very funny, and I must say I was dissapointed. The third season seemed kind of thrown together.
