Changing Windows XP SP3 UI language?

I'm working on a PC in another language, and need to change it, it's SP3 with the multilingual MUI pack but I still see no option to change the language in control panel. The MUI pack is supposed to allow you to change to other languages, or so I thought. Is there any way to change this, without formatting?
 
This was originally a English licensed XP install. It was formatted by someone else prior and changed to another language. From what I understand, you can change an English XP to any language but you can't change another language to English. Prevented 1st-world English world consumers from buying a cheap copy and just changing the language.

Unfortunately, I can't just format this computer remotely.. it's in another country.
How annoying that some jackass formatted it if all my info is correct.
