changing "windows 98" blue color?

I always hated the blue color on the windows 98 logo when start is clicked. I cannot figure out how to change it. It is not under the appearance tab under display properties. Any suggestions?

No, click the start button & you will see windows 98 vertical, if you do not show small icons on the start menu.
